I downloaded the svcd of spiderman, i noted that the movie is in pal format, i use tmpegenc to convert ii to ntsc using the ntsc vcd template, but now i have watched the ntsc movie and i note a small acceleration, this acceleration is normal?

You may find that if you left it as pal your system would play it ok. I live in the uk, which is a pal area, and most tv's will display an NTSC source no problem. As for the acceleration, you are going from 25fps(pal) to 29.97fps(ntsc) so this is to be expected.
