Ok i got my apex ad-3201 and i burned a movie to cd-r, i am able to see the picture..(blocky though) but no sound!
what should i do? is it the way i convert? or author?
any advise would help.

When you encoded the mpeg did you make it vcd compliant. It may be that the audio in the original AVI file is compressed. If this is the case you need to extract the audio to an uncompressed wav file (you can use virtualdub to do this). Then when you encode using tmpgenc use this wav file as your audio stream.
