  1. I can go in and change synchronization to match the beginning of audio but I'm having the problem of a video at 24 fps and don'tt know how to use the
Subtitle Edit tools page. In other words I never know when/ how to set fps and then save a new sub copy. What I know is that a sub I saved at 24 fps thinking it was saved in SE did not give any noticeable change. Does the program have to restarted in some way?

So to review, I have a downloaded sub of unknown fps
I have a video of a known fps shown in MediaInfo

What are the steps to get the two together?

I just checked history (before mods do) and asked this question a few months ago. I obviously still don't know how to fix it.

It depends. How far out is the subtitle? For example a movie at 23.976 (film rate 24 fps slowed down by one frame in a thousand)
is typically sped up by 4% for the PAL (25 fps) market.

So for a 100 minute movie (NTSC version), the PAL version (and the subs) would be 4 minutes shorter (approx).
And a 100 minute move at 24 fps would be 100 minutes and 6 seconds @ 23.976 fps

SO, you have to evaluate how much is the subtitle out compared to the video. It could be a frame rate problem
or it could be just a sync problem where it's off at the beginning and off by the same amount towards the end.

One way of telling is to adjust the start time of the sub so that it lines up with the audio at the beginning of the video
then see how far out it is at the end.

If you determine its a frame rate problem, adjust the subtitles using the SubtitleEdit tools
    then
    File/ Save as
to create a new subtitle with the new timing

You might want to try SubSync (Subtitle Speech Synchronizer). I've had good luck with it.

  4. I'm late on the reply. Have to look at the current comments...
davexnet, yes I moved the subtitle to the start of where it needs to be-- I forget if it was dialog or sound effect. It started out fine. But if it slides off-- well I just have never gotten a subtitle fps problem fixed.

mail2tom... I'll see if I can do anything with subsync but the older I get the less patience I have learning yet another piece of software. It has to be pretty foolproof and simple

Sounds good, give subsync a try, I've never used it myself.
Regarding problems with the fps manipulation, you have to
first align the beginning (as you did) then take note of how far out it is at
someplace near the end - then see what you can deduce

  6. That may be the method in Subtitle Edit's visual Sync option where you take a start point with the sub and the end point.
I'll report back if something works. Otherwise I consider the question closed for now.
