BD Subs to 4k UHD BD?

I'm sure it's been asked, but I can't find anything.

Can subtitles extracted from a regular blu-ray be muxed and/or converted to be added to a 4k UHD blu-ray?

I'd think being graphic images the size would need to be upscaled, but maybe there's a program that can already do that(?)

Absolutely no problem, no conversion needed. The subtitles for UHD Blu-ray are the same as those for regular Blu-ray, both are 1080p.
