  1. I have a few mpeg files which i'd like to put to VCD and have them fade out/in to each other. Is there a program which can do it as simply as fading in audio using Cool Edit?

    Open your MPEG-1 in VirtualDub. You will need to reencode again which may affect the quality.
    If it is MPEG2 try a workaround using AviSynth with mpeg2dec.dll or DVD2AVI.

  5. Good MPEG2 capable editors can do this, only reencoding the fade. Adobe Premiere and certainly Ulead MediaSTudio Pro 6.5 can do this without reencoding the entire clip.

    I am not sure if lesser MPEG2 editors like Ulead Videostudio 6 rerender the entire clip.

    If the input settings match the output settings VideoStudio 6 will only render/encode the transition effect between the clips not the whole video file.

    When opening "New Project" just select, "Template from an Existing Video File."

    However, this assumes all the MPEG files you're transitioning together are all identical, otherwise it will re-encode all to whatever you set as your output file as one video file.
