Hello. I don't know what to call this problem but looking back at my GoPro hero13 footage there are visual glitches on billboards / LCD screens. Is there any way to fix this problem in premiere pro or other programs?

Exactly what visual glitches do you mean?
I don't see any interlacing; it looks straight-up progressive to me. If you double-rate deinterlace it, all you get is two consecutive identical frames.
It seems to be a camera issue: have a look at the left vertical edge of the black rectangle. Sometimes it's in focus and sometimes not. To me, it looks like the shutter speed is too low for the light; there's too much movement, causing blur. -
yep, looks like shutter speed and low light, you can atenuate the effect by:
1- open your favorite video editor...premiere, davinci, kdenlive etc.
2- add the clip to your timeline on track 1
3- add the same clip on track 2 exactly above track 1
4- put clip on track 2 one frame ahead of track 1
5- set opacity of clip on track 2 to 50 or 60%
it wont do miracles but it reduces the effect
you can even try 3 tracks and setting 3rd track to 30% opacity (but you'll loose video details)I love it when a plan comes together! -
IMO, more annoying is that flicker during the outside scene at the start. The Neat Video Plugin (available for PPro and others) clears up most of it.

The shutter speed on your camera is out of sync with the prevailing electrical current in your location -- that is causing the flickering. Most of Europe and Asia is on a 50hz current so your shutter speed should be a variation of 50 -- 1/50, 1/100, 1/200 etc. In North American 60Hz is more common, so 1/60, 1/120, 1/240 etc.
You can manually set the shutter speed on a GoPro 13 in the protune section of the settings -- often easier to do using your phone.
As for existing footage, try what others have suggested.
(FWIW, this has nothing to do with interlacing.) -
I wish I knew about the shutter speed gopro setting before I went to Japan lol, some of the footage has bad flickering but most is hard to tell.
