Could anyone please tell me why my SCC is shown as being 23.976 in Subtitle Edit (on Windows), but both Media Info and Premiere consider it to be 29 fps? I had originally converted it from an SRT and subsequently fine tuned it in Subtitle Edit, synching it with my 23.976 video in that app, and all seemed fine but when I tried it out in Premiere it played out of sync (drift).
I tried changing Premiere's Indeterminate Media Timebase setting to 23.976 but it still lags a few seconds towards the end of the movie. Please help me to understand why this is happening and especially, how I can be certain it won't happen in other streaming platforms.

Open it in Notepad or some other plaintext editor. Check the timecodes along the left-hand side. They're displayed in the format 00:00:00:00 or 00:00:00;00. That's hours minutes seconds frames. If any of the frames values are larger than 23, it should be rendered as a 30fps caption. For the most part, the effect will be captions that each begin at the right time but end early.
If you want to upload the scc for proofreading I can maybe tell you what's wrong. I’ll also need to know the duration of the actual video. -
Is the default frame rate set to 23.976 in "settings"?

Thank you very much. It seems like the SCC is not synched properly because I used a downloaded video as a reference in SE instead of the original. I was told to import the original video into SE and do a point sync. Another person told me to convert the file to drop frame with SMPTE in SE. Please tell me what you think of those options.

*I just imported*my*original video (copied from my HDD and downscaled with Handbrake) together with my*SCC in Subtitle Edit, and they matched perfectly. So it seems like my SCC was good already, and uploading*it to YouTube gave bad sync results because of whatever the* YT processing does to videos.
I wish I could double check it in Premiere, but Chat says Premiere is not a good test grounds for OTT and I learned that the hard way!*I guess I’ll have to trust the sync I’m now seeing in SE as a final assurance. Does that sound good or should I try to play on VLC or somewhere else to be sure it will be in sync for OTT?
