Does it re-encode if I don't cut on a key frame?

Which makes it useless as a proper NLE.the GUI prevents cutting anywhere other than a key frame - it's a limitation by design.
And of course as soon as you apply a burnt-in subtitle (or more-commonly termed "title') you'll be doing a full recode and the encode speed drop drastically. -
It objectively is not useless. Everyone has their own use-case. Mine appeared when I had to edit a lot of vacation footage without losing quality, with added subtitles and chapters. The only way to do it was to juggle LosslessCut, SubtitleEdit, Notepad and MKVMerge. If I made any mistakes, it meant going back in the flow. That workflow was slow, painful and wasteful. That's why I created UME, which has all of these features in one package, speeding things up drastically. If your use-case is different, it might just not be a program for you, but that doesn't make it useless.
The subtitles added in UME are soft subtitles, which do not re-encode. If you meant adding a different kind of subtitles in some other program, then sure, but the same can be said about any other video manipulation in any other video program.
