Is the shaka-packager.exe in the folder with N_m3u8DL-RE?

uncheck shaka-packager and try with mp4decrypt

By replacing mp4 with mkv since I downloaded in mkv

you can try it like that or delete --use-shaka-packager from your N_m3u8DL-RE command
