  3. Kind of looks like possible crosstalk from a station next to it? This would only apply if this is from TV/Cable though. Reason it reminds me of that is because they occur in specific shapes as opposed to the entire line. Could also be some odd compression artifact as well, those just aren't commonly affecting specific areas only though.

    If source is interlaced, use QTGMC. Odd fields are different from even fields.
    They were probably present in most of the video, but some denoiser/compression partially removed them.
