Somebody just sent me a copy of a movie from American NTSC VHS that was recorded on one of those UK VHS/DVD combi player/recorders. The DVD-R is PAL 25fps, and I'm wondering what process is used by these recorders, as I need to get the PAL copy to run at 23.976, the same as the original film. Any suggestions?
I assumed it would be like most NTSC to PAL copies and retain its original running time, but I've dropped the framerate from 25fps to 23.976fps (by dropping frames) and it still runs too fast. Confusing stuff. I assumed these decks outputted quasi PAL which wasn't recordable?

Your source is PAL 720x576 25 fps and you want NTSC 720x480 23.976 fps, right?
If so, use clever FFmpeg-GUI.
Load your PAL source, click encode videostream, set the encoder (x264 avc remommended), change the framerate to 23.976, unckeck Keep duration, set all other like in the picture and click encode.

If finished, click encode audiostream; here you must change the duration/pitch of the audio too.

Finally click multiplex, select the two new streams (video 720x480 23.976 fps + new audio), deselect all others streams, set mkv or mp4 as container and click multiplex.
Done.

The reverse. The source was an NTSC VHS, recorded to PAL 25fps via a combi VHS/DVD recorder, most likely quasi PAL60.

Sample clip, together with the same clip from the Blu-ray release. I need to convert the VHS rip so it runs at the exact same speed/frame rate as the Blu-ray's 23.976fps.
