with that command line it says error "requested format is not available
are you sure I can download it this way with highest bitrate? how does yt-dl know that I have youtube premium?

you have to supply cookies for youtube to know. but even then, 137 is not the premium format. it's in the 2xx range from what i recall. used to be 6xx but that format is being restricted and not really available anymore.

login to youtube in firefofx, then run yt-dlp --cookies-from-browser firefox -F https://www.youtube.com/watch?v=9X_ViIPA-Gc

then after identifying the premium format (if you need help, post the output of the above command) you can use -f videoID+audioID
