Is there a way to test the whole process with a short movie clip, music video, anything?
Does it have to load the IFO to run? If so, can I just have it load one of the VOB's and for a shorter clip and have the sound come out correctly too?

Yes, use smartripper to rip only a chapter or two. Then load the ifo in dvd2svcd normally and proceed.
