A local shop is transferring an old family VHS tape to mp4 and upscaling it to 1080 in the process. They're giving it to me as an MP4, upscaled to 1080. What software would I need to turn that into a format that I could burn to a Blu-ray that would play in an ordinary Blu-ray player - not one that can play an MP4?
I have ImgBurn, but I understand that it can't do that kind of conversion to a standard Blu-ray disk structure itself.

Using dedicated Blu-ray authoring software that transcodes (BDMV) structures files correctly, and generates recommended menus or navigation.

If you've only got one tape, I'd ask the shop to do it; they should be able to author a bluray disk.

The shop should of asked right away if they wanted to make you an authorized blu-ray,making you a mp4 sounded kinda lazy.
I think,therefore i am a hamster. -
BD Rebuilder can import .mp4 and author and burn a compliant Bluray, including basic menus.
