Youtube has some tool that translates nearly instantly for their comments section.
I have some video in French language but ultimately want to make and English sub using free tools available.
There is another version of this piece with Greek subs (and French language) but those are hard coded, at least the subs do not show up in MediaInfo.

Hello again and thanks for answering. No this is not Youtube but a regular mkv file.
If Whisper can translate and make the subtitles it would be a solution.
Or if the subs that are on one of the versions of the video were not hard-coded I wouldn't be thinking of multiple steps. I know Whisper can get text and I know that Subtitle Edit can translate fairly well. We've mentioned before that using a Python version of Whisper with command line is something I cannot do without (a lot) of assistance and I'll avoid that.
I've had problems with Whisper in the past perhaps for lack of clarity in the audio. So have there been any major Whisper upgrades and can it work slower on older CPUS? I have a dedicated PC that can run long jobs but it is pretty old with Phenom 4 core and onboard video MSI 760gm otherboard. I know this is a lot of old ground if there have not been new developments. The video is a Proshot of a live play. It's in French and the subtitles are in Greek since its performed at an ancient theatre in Greece by a French company. -
Your best option then is to extract the Greek hardcoded subtitles but it would be a long and painful process depending on the length of the video.
I can help you with my Whisper AI system if you like, preferably using a version without the Greek subtitles if you have it.

I have to examine the two videos to select which one should be worked on. There may actually be a completed sub for this that others had mentioned but got lost over time (in the file share world.) My first look showed the one with the hard coded subs had better picture quality (but the file sizes are very close so maybe someone was experimenting at one time.) -
Working on that now. I hope Mediafire is ok.
I'm uploading to my account the full play with Greek Subs because it is overall better.
And I demuxed the audio to WAV using Goldwave. So those two things will be in a folder. I will pm when
the upload completes. My upload bandwidth is slow so will do soonest. -
