Is there anybody here who knows whether this player is dual voltage (110/220) or not?

I know the manual for the various versions of this player claim they only work with their "local" voltage, but the chipped/modded players being sold by the likes of 220-electronics.com claim "worldwide voltage", which makes me suspect that the players are dual voltage, but not advertised or marketed as such, to discourage import/export sales.

I was looking to import the UK version of the player since it allows NTSC/PAL 60/50 playback, while PAL/50 is intentionally disabled in the US version.

    Anybody know for sure?

Web retailer 220-electronics confirmed for me that the UB820EB is, indeed, dual voltage, despite the back panel implying otherwise. Perhaps that was some intentional deceitfulness on Panasonic's part to discourage grey-market importing?

So, if you're planning on doing the whole region-free thing yourself (rather than buying a pre-modded player), it sounds like the EB is the way to go, if you need PAL/50 output at all.
