  1. Where do I start to understand which parameters to use for each type of video with codecs such as h264 and h265 and produce small files but maintaining good quality?

    Try the "slow" preset, CRF 18-22 for h.264,
    CRF 22-26 for h.265. The smaller the number the bigger the file size
    with concomitant increase in quality
