I would like to convert this video into a 1080 blu ray compliant, but i dont want to reescalate the video, i want to keep the same properties but to be playabe on 1080 resolution (adding black columnn in lateral (?) )

I converted it to blu ray using TMPGenc Authoring works 4 but I am not very convinced (TMPGenc didn't reencode the video).

When the stream is Blu-ray compliant there is no neeed to reencode it. Your stream (720x576i25, YUV 4:2:0 etc.) seems to comply. No need to upscale it to 1080.

I'd be very surprised if DV-AVI is a Bluray spec.

In any case, you can check what TMPG did, if anything, by opening one of the m2ts files in MediaInfo and seeing what the video codec is.

Apart from the too high bitrate the video stream (not the container) seems not to be off the specs. Apparently TMPGencAuthoring accepted it without complaining......

If in doubt you can strip the DV codec using vdub to lossless AVI and then take it to TMPGenc for authoring in SD mode Blu-ray , Use h.254 instead of mpeg-2, for the same bitrate or the same file size h.264 is much better than mpeg-2.

One of the alternate modes of the original BD spec was to include this exact scenario (DV transfers saved onto disc), and it supported the DV codec. Perhaps that particular (re-)authoring app supports that, but very likely a PLAYER (especially a hardware player) likely would not, unfortunately, since manufacturers have tended to only support the main featureset of these specs.

Yes, TMPG doesnt encode the video, only perform an analysis and create BDMV successfull.

Even i'm using tmpgenc authoring works 4 which cannot support x264 encoding, so it only proccesses MPEG2

    Check mediainfo:

What I was asking for help with is this:

Is to create a 16:9 sd blu ray that the original video stays intact, but when playing it, it creates these black vertical bars to fill in the 16:9, since the original video is 4:3. Here is an image of the sd blu ray that creates TMPG (I had to set in properties picture ratio to 16:9 in the software)

No need to, if you flag it correctly for 4:3 aspect ratio it will leave black pillars on the sides during playback automatically, Hard coding black bands in videos is never a good idea.

That's what I wanted to know, if I leave it in 4:3 is like playing the AVI video directly but in Blu ray format, the ideal was also play it in 16:9 for smartv screens.

That file is not DV. If that is the result of processing by TMPGenc, it has re-coded the DV file to MPEG 2.
