  1. I do a lot of retiming of old subtitles for new movie releases. Sometimes, the new versions have scenes cut, or the WEB-DL platform rip is missing some scenes. I want to know if there's a tool that can analyze the two source videos and detect which scenes were cut. I mostly work on subtitle timing, but I've recently noticed that a lot of WEB-DL content has different cuts, such as censorship, which messes up the subtitle timing that I usually adjust automatically with minor supervision. Thanks in advance.

There's no tool that will do that, you can use subtitle edit to see where the scenes change and edit that way.
    I think,therefore i am a hamster.

Maybe FFmpeg with scene detection might help, like to compare scene change outputs
