helping some stranger who had a terrible quality video and image of a van

so this black van did a "hit and run"*said by the og post which you can find by looking up "Help with blurry license plate on a hit and run please" on the website "Forums Wyze" and i feel like this is IMPOSSIBLE but i promised them id help so here i am on this site that seems ancient but very very promising, heres the video and images, also letme know if this post breaks any rules, i checked and i pretty sure its in the good but not too sure:

Truth be told, it might be best if that license plate number were not properly IDed here in public. I think serious privacy issues would arise for the owner of this site if that number were posted here.

BUT, I can assure you that there are law enforcement tech folks that can do amazing things with such like what is being asked here and I think it would be viable to ask a law enforcement type for help IF the evidence against the driver of that vehicle warrants such help.

OR go to a top-notch law firm and if they take the case they would be making the assertion the evidence is strong and they will get law enforcement to assist them/you.

You'll have to excuse me for not checking your links in the OP before I started this post. I am primarily wanting to address the possible privacy issue and the trouble that could cause the CB here. CB = Community Boss.

By the way, I wonder if CB will inform you/us if the description "ancient" fits for him. I might be considered ancient by some folks, but others here? But I like that use of "ancient" in your OP.

Actually, you can do quite a lot of things nowadays and I wouldn't dare say it's impossible.

I saw a video a while ago on YouTube where the creator of the video had recorded a video on his computer desktop and then censored it very effectively by pixelating it.

He then deliberately asked his viewers to try and find out what was on the screen. And one of the viewers managed to make out what was on his screen perfectly and a couple of other viewers came close.

If I was attempting this myself (and I can''t anymore... eyes, memory and lost skills (lol))... I'd read and rewrite the pixels range to a new image anything close to hex #ffffff ( make it #ffffff white) and anything closer to hex #000000 (make it #000000 black). Outside the range make it red or something else that contrasts with white and black. Playing with the 2 ranges might make certain pixels stand out to create lettering and numbers in the new image. If the original license is blue on white then use a blue range instead of black ie hex #0A1172 (navy).

I have no idea if something like that would produce any meaningful results but my younger self would have played with something like that if I was desperate.
