I am encoding from analoge cable at 352x240 with a bit rate of 5.8Mb/Sec. CBR. The encode has tons of macro blocks.
Would uping the bit rate to 7.5Mb/Sec., help or I am to the point of diminshing returns?
I am currently using a WinTV-PVR-PCI card.
Its the first time I have had a problem with this card
The picture on screen is crystal clear,no macros or static seen anywhere.
I am using the latest Drivers.
My DVD player will handle up to 9.5Mb/Sec CBR on VCD's but it wont do any other rez on VCD and cant play a SVCD to save its life.
