What software can take the blurred regions out of the picture, below but leaves the tree in the foreground whole and leave the scenery bottom untouched? It is a mkv video "A Xmas 2" [I hope this makes sense!].

That's simple, just use CSI Magic Wand.

The only hope I see is some software that offers "outpainting" or "inpainting".

is there video editor with "out painting" and inpainting in it?? What is the Name of the software? also, can I edit a video with a photo editor with these two things?

simply search for "<NLE of your choice> remove object from video"
iirc Adobe Premiere, Adobe Firefly
Sony Vegas iwth Mocha Pro from BorisFX
DaVinci Resolve "Video object remover"
....
there should be tons of tools out there, which you like and which works with your video: No clue.

For video editing, you can also try using tools like HitFilm Express, which has some object removal and inpainting features. If you're looking for something simpler, DaVinci Resolve’s "Video Object Remover" tool might help, though it requires some practice to get it right.

Also after effects 's video content aware fill
Photo editor (e.g. photoshop content aware fill) will not be as good, because they do not use adjacent frames for data. It might look ok for 1 frame, but you will be prone to temporal inconsistencies and flickering distortions when used for video
