I would like to download a video from YouTube that has subtitles. But with Internet Download Manager it is not possible. Are there any programs that do this?

yt-dlp will do this, see https://write.corbpie.com/download-a-youtube-video-subtitles-file-with-yt-dlp/. AFAIK it's the only really good streaming downloader program out there.

IDM can download subtitles as well. See attached image. You can convert TTML to srt using Subtitle Edit

I have used Adobe Premiere Pro to generate caption files. It works very well. Basically you start a new project, drop in the video and then go to transcript and it will auto-transcribe. It is 99% accurate, so you should correct errors if needed. Once done, you can select to create captions and it will produce them. Then just export the video and it should be all set.
