Repair question: fix dropped frames

I don't know if this is the right forum for a question on dropped frames or unsolved glitches on playback..

It would be an mkv from some time ago likely a screen capture.

I made screenshot of the image shown to me....

More information came in from another source saying simply the file from download was incomplete at 81% so unusable. In the old capture days, I guess small disc size messed up some jobs back in 2011.
