good iptv program for windows ?

I'm looking for an iptv program for windows that can play m3u streams, display
a program guide and has picture in picture.

If I have to explain what that means, it means when you can watch a small video of
the current channel playing while browsing the guide.

It doesn't seem like many iptv players for windows can do all these things.

(to make it even simpler, basically an iptv program for windows that can function like pluto tv,
but works with m3u links)

man I don't know, I am not good playing with github scripts. I
