  1. Since the HiFi audio is embedded within the same section as the analog video of a VHS tape, would a TBC built into an SVHS recorder help with the occassional HiFi audio drop-outs?

    Which raises the question what to do about HiFi audio dropouts, which usually come as clicks and pops.

    Try manually adjusting video tracking but just for the cleanest HiFi audio. Sometimes a midway setting can be reached between picture and sound where both are clear. If not, we can optimise a capture for sound capture rather than picture, then substitute the better sound in the video editor.

    For clicks, unsurprisingly a Declicker tool can remove or reduce many clicks. It's a common tool in digital audio editing and processing but for some reason seems mostly unknown to people working solely with video.

    How were those caused? If by gear, fix the gear. If in the signal, post-process.

    The tracking control is usually adjustable on the front panel of the VCR. If there's no marked "tracking" control, it can often be manually adjusted while a tape is playing using the up/down channel buttons on the VCR front panel or at the user remote control. Better still, look up your VCR's Owner's Manual. This is the first step I would take.
