Can’t play discs with BD Rebuilder’s quickplay menu on PS4

I am trying to create a bluray with multiple videos using BD Rebuilder but the disc can’t be played on my Playstation 4. It gets stuck on blackscreen (I have no other bluray player to try. It plays fine on PC).
When I include only one video, BD Rebuilder doesn’t create a menu and it plays fine. So I know my videos aren’t the issue and it is problably caused by menu.
I’m using FORCE_NOENCODE but I have also tried reencoding and it doesn’t solve the issue. Target size is set to BD-25, I’m burning on BD-RE 25GB.

BD Rebuilder seems perfect for me except for this issue. How do I create a bluray with a simple menu that plays on every player?
