Does somebody know, why TMPGEnc or MGI VideoWave (Ligos based)
MPEG-2 encoders are limited to 8000kbs video bit rate despite the
DVD standard, that says every DVD player MUST support at least
9800kbs video bitrate?
BTW, not all MPEG-2 encoders have such limitation. For example, Ulead
Video Studio 6 (MainConcept based) encoder gives you up to 9800 if you
want produce DVD compatible MPEG-2 or, even, more if you do not care
about compatibility.

Dont know about Ligos, but TMPGenc is certainly not limited to 8000kbs bitrate for DVD. It will go much higher. Just load unlock.mcf and set whatever value you want. 8000kbps is only the value in the template, this allows space within the 9.8Mbps DVD limit for audio and extras such as subtitles.
