Video Conversion from mpg to mp4

I have several mini Discs (DVD-R) (15 total) that a friend wanted to extract the videos from them because his Sony Camcorder isn't working anymore and he needed to watch old videos. The discs were not finalized unfortunately but I managed to extract the video files in *.mpg using Isobuster.
I thought it might be a good idea to convert the *.mpg to *.mp4 (H.264). I used HD Video Converter Factory Pro. When I inspected the converted files, I noticed the videos aren't smooth and there are streaks which are noticeable with fast forward or sudden motion of the camera during the recording or even with normal viewing. With the original mpg files, I didn't notice these affects.
All the videos are now in mp4 format on an external SSD drive and there are plenty of free space there. I can give him both options and he will decide which is better for viewing for him and his family.
I would like to know if there is a better video converter that would do a better job than the one that I used or a better video extension than mp4 (H.264).

IsoBuster also extracted .vob files but they weren't as good as .mpg the timing was incorrect to start with. I had to convert them first to see the correct length of each video file.

I tested with Handbrake and it seems to do a better job. From past experience HB heats up my PC even with a GPU so I try not to use it unless I absolutely must.

I would try to rip one of the miniDVDs with ISOPuzzle.

Be sure to also download ASPI.dll. in blue on the download page.
When downloaded it will be "WNASPI32.DLL".
It goes in the same folder as ISOPuzzle.
A side note on ISOPuzzle; You can put the disk in another optical drive & work on the same .iso & .flg files created by ISOPuzzle.
If you need to the files can be copied & moved to a different computer to use it's optical drive.
This is usually used for a damaged DVD.

This should rip everything off the DVD .
Once done it will have created an .iso file.
Mount that in a virtual drive Like Elby Virtual Clone Drive.

If you already have another virtual drive it should work.

Then copy any files that are in the virtual drive to your ssd or other hard drive.
Then play those on a media player & see which looks best the .mpg or the .vob files.

I usually work with FFMPEG but not everyone likes command line.
.mp4 is usually the most compatible so should be good for this.
There is a good ffmpeg GUI by a forum member here called Clever & it works well.
Some might use avidemux or VirtualDub2.

@cholla thanks for the suggestion to use ISOPuzzle.
I already purchased IsoBuster and it has proved to be a good application so I will stick with it. The .mpg files should be as good as the original on the disc.
My problem ATM is to use a better conversion software from .mpg to .mp4
I thought of testing with ffmpeg command line tomorrow.

To get better advice on your conversion, post a small clip from the mpg, something with some steady movement (if possible)

Used PavTube Video Converter Ultimate that I bought 10 years ago but hardly used, and it converted the mpg videos to mp4 without the problems I had before.

For best quality use VirtualDub + AviSynth (QTGMC).
