Recreating the Videotape look

Hi,

I've been struggling with this for a number of years and I thought it was time to reach out for help.
I am trying to recreate the videotape look from early nineties shows - shows that were recorded on film and then later edited on videotape. I've come close a couple of times by playing around with blurs and film grain but it always looks artificial when applied to HD video. I've included a couple of shots of what I'm aiming for - any advice would be gratefully received.
