I have a Panasonic Palmcorder IQ PV-A206, it has the original A/V cord, that plugs into the Palmcorder, it has two RC connectors one black and one red.
I'm trying to hook it up to a video capture device Digitnow Model BR119, but I'm not sure about the connections.
    Any help would be appreciated.

It appears that your camcorder is a mono model (red RCA), So you would need a RCA splitter to hookup to your capture device which is stereo, The black RCA is composite video. If your capture device has a multi-pin socket (S-Video) you don't need it, your camcorder is composite only.

Are you SURE it is the original A/V cord and not some other audio cable?
You used it before to playback video?
Because normally i would expect a yellow plug for a camcorder video output.
