Is there any way to fix this kind of motion blur or ghosting or what it might be? The video is progressive mp4.

Assuming it's not just one very X frames that has these blends: no
users currently on my ignore list: deadrats, Stears555, marcorocchini -
It looks like it was originally interlaced video but was deinterlaced with a blend algorithm. If that's the case, it can't be fixed. If it was originally shot on film then telecined and blend deinterlaced (you will see a pattern of 3 clean frame followed by two blended frames, repeating) you may be able to fix it.
