What Type of degradation is that in this video?

It does have like a "ghosting" around all lines. It is very good visible around the lines from eyes. I ask to find out, what i could do to fix this. When i know, what type of problem this is, i can search for solutions.

Can anyone tell me that ?

Those are oversharpening halos. Someone upscaled SD video to HD and sharpened too much. They can be hard to get rid of but here's a quick example using FineDehalo() in AviSynth:

DeHalo_alpha does help with that and YAHR with 2 or 3 count even better.

Edit: Ok, i think YAHR helps way better with that. Best is 3 or even 4 count on Hybrid for that source.
