Looking for Handbrake alternative

Im using amd rx6700
on handbrake it uses VCN for encoding but does not utilize for decoding so its pretty slow
format factory is pretty much the same.
I have no issue with nvidia cuda/nvenc tho.

Im looking for a transcoder that can use amd gpu properly for both decoding and encoding process.
I mostly use it for resizing the video.

capcut utilize my system well, but it mostly do 1 video at a time - so its pretty slow as well

Some of the encoders are behind paywall so it is only trial version: iDealshare VideoGo (29,99$ on sale) is one of them. Also Makemkv( Over 50$) is trial and then paid.

Makemkv is freeware till it becomes pay version only.$50 if you want to buy it and not have to keep putting in updated serial numbers.Also makemkv is a video extractor,not an encoder.
