Seems the .mpd url is tied to your IP (which btw you might want to remove from the first post). Apart from that, if it doesn't work for you, there's probably some header required, like the referer. You can find what referer you need from your developer tools and add it to the N_m3u8DL-RE command with:

-H "Referer: website.com"
