    I have an old DVD-RW which I made with VOB and ISO files. It's not scratched bad but has some swirls on it. I cleaned it with toothpaste and eyeglass cleaner and polished it and still can't be read. File Explorer doesn't recognize the drive even when I opened Windows in Safe Mode. I tried isobuster, isopuzzle and EaseUS Data Recovery which can't read the DVD. I guess this DVD-RW is completely damaged?

    Try a different drive,if it still fails then it's no good.
