  1. Can Shutter Encoder and ffmpeg resize images and videos without losing quality?

  2. Any re-encode loses quality. But Shutter encoder is a great front end for ffmpeg and gives you access to all its capabilities. If you're encoding to H.264 or H.265 you can use a low CQ value to make the re-encode almost invisible.

    But I'm not reencoding, I'm resizing. Or is that also reencoding?

  4. In Shutter and ffmpeg you cannot change the frame size without re-encoding. (You can change the display aspect ratio but the actual pixel count remains the same.)

    If you want to change the frame size without re-encoding, the best way is probably to use the zoom function in your video player during playback.

    Resizing can't be done without first decompressing the source. Then I assume you want to compress the resized video or it will be very large. So you lose quality from resizing and then lose more quality by re-compressing.
