    Hello, I would like to ask if you know of a pc program that translates a video clip that does not have subtitles included?
    Can someone help me with an answer please?

    As an untested idea, you could try using Whisper to get subtitles and then translate these.
    users currently on my ignore list: deadrats, Stears555, marcorocchini

    SubtitleEdit can do it. Probably easier than installing Whisper.
