In CGI is blurring of frames due to deliberate rendering or something else?

I notice when freeze framing action sequences on a Blu-ray of CGI-rendered scenes there's motion blur - when the sequences are rendered do they artificially create blur or is it due to something else?

These screen shots are from YouTube but they look the same played on a Blu-ray.

Blurring is usually caused by low shutter speed or filters and effects.

@brassplyer, yes, VFX artists (compositors, in particular) DO add motion blur (and other elements-smoke/haze, flare, grain), in order to make it more photorealistic, so it sits in more comfortably and "naturally" with the Non-CGI stuff.

Motion blur allow to cheat brain and eyes so motion in low framerate (like cinema) appear to be smoother and more dynamic. It can be achieved on many ways - in CGI is generated artificially, in analog (camera) by using special filming techniques.
