Best software for mux and video/audio sync

Hello,
I'm looking for a software that can be used for syncing Audio and Video and small timeline edits. I often use the best quality video with the best quality audio I find, but often times the framerate and versions do not match due to regional differences. At the moment I'm using Adobe Premiere but the process is very narrow and the encoding is slow. I'm searching for something with maybe less features but better optimized for this task.

I use my own AVSync batch script util, ffmpeg based, runs in cmd window. But thats it, just syncs video and audio, not automatic, you have to pick a value, see if it works, try again.

However I think u need something more sophisticated re: timeline edits.
