I am mainly capturing cartoons/tv commercials and was wondering which Frame Resizer, Denoise, Sharpen filters I should use. I use BasicVSR++ to clean up the video, sharpening, deinterlacing, denoise.
I have tried out realesr-anime, realesr-general, NNNEDI3. But all of them have weird results.

Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!
