So I use both programs, Hybrid and StaxRip. I prefer StaxRip because its alot simpler and doesn't take along time to render.
I have been having problems with doing this. I have x264 at the highest quality (upscaling to 1440x1080) and it still looks like crap.
This is kind of annoying because I want to upload to YouTube (Yes I know YouTube will encode it lower quality but still)
Attached is what I am dealing with. The reason for Static(icky) video is the cable used to record this was.. not the best.

Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays!

The source you posted is such poor qualty, I'm not sure what you're expecting.
Also it's progressive, doesn't need deinterlacing -
It looks to me like you've not actually "done anything to it", simply resized it, so it's going to look similar to the original, just bigger. With a good denoise, it doesn't come up too badly. I used the paid-for Neat Video plugin for VDub (and my scissors did a bit of cropping!), but I'm sure you could use an AVISynth denoise filter in Staxrip to achieve a similar result. I see a denoise option on your Staxrip screen.
If you take it up to 1920x1440, you'll invoke the better VP9 video codec in YT. -

Using SCUNet/DPIR/BasicVSR++, Spotless, MCTemporalDenoise and other heavy hitters will be slow and be similar to what the NeatVideo output showed.
You might get away with heavy filtering on cartoon based content by adding some luma sharpening after the denoising.

Just to clarify, I put the VapoursynthR65_torch_2024.03.07.7z complete folder in the Hybrid 64Bit Plugins folder, correct? Or do I have to put all files in the drive into Hybrid in order to get BasicVSR++, because I only get this in log

To use BasicVSR++ it should be enough to extract the whole VapoursynthR65_torch_2024.03. into the Hybrid/64bit-folder and overwrite all the files it wants to overwrite.
Hybrid will report that BasicVSR++ is available if it can find it under 'Hybrid/64bit/Vapoursynth/Lib/site-packages/vsbasicvsrpp'.
So it sounds like you did somehow make a mistake during the extraction.
