In my case, I need to buy a video card that is not exactly for , but is for rendering videos using the HITPAW VIDEO ENHANCER program (https://www.hitpaw.net/br/hitpaw-video-enhancer. html?linksource=home ) which is used to improve VHS images and other videos with noise.
As you can see, using the program, it requires 100% of the GPU and I knew that the best way to have this type of AI program is the largest number of shaders and bus width .
For what I can spend, I found two matching cards:

-RTX 3060 12G - https://www.techpowerup.com/gpu-specs/geforce-rtx-3060-12-gb.c3682
The 1080 ti has a higher bandwidth and slightly higher TMU and RoPs
However, the 3060 is newer in technology, and I don't know if it would be better than the 1080 Ti.
So dear friends, if you know of any of these AI enhancer programs and can recommend them to me, I would appreciate it, because as I mentioned, they are not for games and I don't have the slightest knowledge about cards, besides being 64 years old.

RTX 3060 is faster and more suited for modern machine learning stuff.
(no clue what software is better, especially with limited knowledge about what is happening)users currently on my ignore list: deadrats, Stears555 -
I would go with the 3060. This is what I have in my laptop and when I use a software that uses the 3060 it is much faster. App. 4-6X faster.
My system AMD Ryzen 9 5900HS with Radeon Graphics 3.30 GHz
16.0 GB (15.4 GB usable) Windows x64 -

I would go for the RTX 3060 12GB, but if you just use stuff that has low vram requirement, the 3060ti would be (a bit) faster.

There is no clear answer.
Since no one knows what tools&co you will use and whether those tools support for example tiling the source to that less vram is used, or what the requirements for those tools are. Personally I would recommend:- going for more RAM if the difference in cuda/tensor cores isn't high and the cores are from the same generation.
- 8GB as a minimum for SD resolutions and 16GB for HD resolutions
There sadly is no general benchmark or similar which clearly states which is always better.

Changing direction a little, I realized that the 1080 TI is not a good choice.
So now I'm in doubt between two very similar boards:

The 3060 has 12g of VRAM
The 3060Ti has 8g of VRAM
The Ti has more CUDA, bus width, and Tensors, etc. , but 8G of VRAM
The regular 3060 has lower Ti specs, but 12G of VRAM
So I ask, which of the two would be better for the Hitpaw program to enhance videos (VHS and some others) without wanting to reach 4k or 8k, just leaving it at 720p or at most 1080p.
As I don't understand anything about video cards, I ask for help once again on this.

How graphics cards are used depends on how the program works. A few versions ago, my editor hardly used the GPU. After a major rewrite, it now utilises the GPU (mine is that 3060Ti; I went for the better speed specs, not the 12G of RAM) really well for editing/timeline display and also export. But other (older) video programs don't use the GPU at all.
I would contact Hitpaw direct and ask them. They should be able to tell you if the GPU is used (I'd say it would be because of the "AI" stuff it does) and whether it would be better with faster specs (Ti) or more GPU RAM (12G). -
3xxx cards over 1xxx are several generations ahead and can use more advanced MPEG encoder ASIC so can provide more quality (and possibly performance) for output motion vectors to Avisynth processing tools (mvtools-based like deinterlace QTGMC and denoise of MDegrain) via DX12 API.
Also if possible it is better to use cards with more NVENC cores (some cards have 2 or more installed) - some specs on NVENC encoder chips onboard https://developer.nvidia.com/video-encode-and-decode-gpu-support-matrix-new .
1080(Ti) is 6th gen NVENC of 2 total onboard.
3060(Ti) is 7th gen NVENC but only 1 total, though Max concurrent sessions are also 8.
So 3xxx expected to provide somehow better quality (not yet tested though) and maybe same performance as 1xxx. -
