  1. possible to change video Resolution 1920x1080 to 1280x720 without encoding ? and quality should same

    One can use a player, such as VLC, to show in a window of various sizes on playback, so you could show a 1920x1080 clip at 1280x720, without loss due to re-encoding because it isn't re-encoding. It will of course have less visible detail, so there will be loss of "quality".
    If, OTOH, you want it saved that way, you MUST re-encode.
