Is there a good tool to recover data from a corrupt DVD-R?

I can access the majority of hundreds of DVDs and CDs I've burned over the last 20 years in my DVD drive but I run across a DVD or CD every now and then that is unreadable. (It's most likely corrupt.) Are there any good tools out there to help me read the corrupt disc? (Sometimes opening Windows 10 in Safe Mode helps me read the disc.) The CD in question doesn't have a single scratch or blemish but I still can't read it.
My DVD drive (LG) has the latest driver installed and I have Windows 10 Home Edition.
I tried running Windows Hardware Troubleshooter but I can't seem to find it on my PC.

I also recommend ISOPuzzle.
One of it's features is it can work on the same .iso from a corrupt or damaged DVD on several different optical drives.
Even the .iso can be copied & moved to a different computer.
As you probably know different optical drives have different reading capabilites.
One warning ISOPuzzle can take a long time.
It is usually fast at first but can come down to a crawl & may never finish the rip.
Most of the time it does finish.

You also need a decrypter to use with ISOPuzzle if it is a commercial DVD.
DVDFab Passkey Lite is freeware & usually works for this.

You also need a virtual drive to mount the .iso so you can rip the files to a DVD Format.
That is unless you are writing to a dual layer DVD.
