Hi am I doing this right.
I'm using xmediarecode. I want a single pass with very good quality and I don't care if it gives me a high file size.
I use fixed quantizer with a low value. The one I'm using now is 2.
I'm assuming it gives me very hight quality...does it just make all the frames the same bit rate?

No. The bitrate will vary depending on the amount of noise, detail, motion, change of brightness, etc.
