    what do i select NTCS or PAL? im sorry but i am very new to this

    It depends in what part of the world you live in. As to what TV format to use. NTCS is in North America and Japan and ? PAL is Europe and?

    pick whatever your source is
    open the vile in virtualdub, and under file->file properties
    25fps=PAL
    29.976fps=NTSC
    23.976fps=NTSCfilm
    pick the corresponding template in TMPG and encode.
    if you have problems with playback aferwards, you might need to do a format conversion. if that is the case, search the forum and guides, and you'll find out how to do that properly
