    Which tool or programs produces the best visually lossless jpgs that match the color of the input video with the highest quality in the smallest file sizes?

    They have already been answered.

    "Visually lossless" is in the eye of the beholder (you, and your target audience).

    For png, you have already been recommended pngcrush.
    For jpg, a simple Google search of "jpg optimize" yields a bunch which are reasonable - try them yourself to see which you like.
    If it still isn't small enough for your taste, you will have to compromise on the resolution or the quality or both, as we have told you before.

    You must separate the idea of loss due to color system change and loss due to compression, and work to independently optimize them.

    Pngcrush is a commandline app. You can easily create a batch script using "for...".
