How do I use VirtualDub2 and/or Avidemux or some other video cutter to split one video into multiple fragments (and I mean make one fragment, save that, make another fragment, save that, etc.) and export all selected fragments or clips at once?

If you add chapters to the video clips, you can then easily split them into segments.
I did that recently on a video clip of live music that has already chapters, and split all the songs into individual songs using Handbrake or MKVToolNix GUI -
Easy to do in Virtual Dub:
Open your large file;
Set Audio Compression to Full processing mode;
Mark out your first fragment in blue using the half-arrow buttons below the timeline;
Go through the Save Video process as per normal (Video codec, extension, audio codec) but tick the "Add to job queue" radio button (just below the Save button);
Click Save;
Mark out your next segment and so on;
When ready to run the multiple Saves, File>Job Control... click Start -

I use MKVToolNix GUI to add chapters and also split into segments.
