  1. I want to convert pgs subtitles embedded in my video to .srt or .ass without actually extracting it from the video. How do I instead make a copy of the video with the converted subtitles?

    Not enough information to help constructively however a few assumptions
    Is the file a MKV? If so then you can load it into Subtitle Edit and OCR the internal PGS file and save out as SRT or ASS.
    You can then add that file to the MKV file by remuxing in MKVToolNix with no change or loss of quality. For other formats there are different solutions, but doable.
